IMSCA & PCA Meeting with Sen. Holmes on Contractor Legislative Action Representatives from the Illinois Mechanical & Specialty Contractors’ Association (IMSCA) and the PCA of Greater Chicago met with IL State Senator and Assistant Majority Leader Linda Holmes (D) last week to discuss Senate Bill 178.
Rick Kuhn (RJ Kuhn Plumbing, Heating & Cooling), PCA Board Officer (2nd VP), Jessica Newbold-Hoselton, IMSCA Executive Director and S.J. Peters, PCA Executive Director met with Sen. Holmes who is the sponsor for the IMSCA-initiated bill, SB 178. If passed, this legislation would amend the Public Construction Bond Act to provide that no retainage can be withheld by a unit of government from a contractor who furnishes a surety bond as required by the Act, nor may a contractor withhold retainage from its subcontractors. A number of other pertinent topics were also covered and work to move SB 178 forward will continue.
Ms. Newbold-Hoselton and Mr. Peters also met with Illinois State Representative Dagmara (“Dee”) Avelar (D) at her 85th District office in Bolingbrook. Among the various subjects discussed during the meeting were SB 178 and issues pertinent to signatory contractors in the construction trades.

PCA Officer Attends UA Convention as Guest/Observer Brian Kennedy, President of Gehrett Plumbing, Inc. represented the PCA of Greater Chicago by participating in the 40th General Convention of the UA (United Association of Journeymen & Apprentices of the Plumbing & Pipefitting Industry of the U.S. & Canada) from August 23 - 27 by a special invitation from Plumbers’ Local 130 UA. Kennedy serves as a Board Officer (1st VP) on the PCA Board, is a Plumbing Council Director and is a current PCA-appointed Trustee to the Local 130 Pension & Retirement Funds. He is also a past PCA-appointed management Trustee for the Local 130 JAC (Joint Apprenticeship Training Fund). Kennedy remarked that he found the experience informative and interesting, and he was proud to attend as both as a representative and an ambassador on behalf of our Association.

Request for PCA of Greater Chicago 2021 Nominating Committee The PCA of Greater Chicago is seeking member contractors to volunteer to serve on this year’s Nominating Committee to slate the PCA Officers and Directors up for election for the January 1, 2022 – December 31, 2023 term.
Pursuant to Article VIII, Section 2 of the PCA By-Laws, a Nominating Committee is comprised of the designated contractor representatives of five (5) or more Active Member firms of the Association and shall be selected by the members.
These selections will be announced at our Annual Meeting for PCA members on Thursday, November 16, 2021 at Ditka’s in Oakbrook Terrace.
